Decision
The engine establishes a minimum recovery obligation from the incident, removes unavailable or inadequate gestures, and ranks the feasible options. Guest relationship value can add generosity but cannot lower what the service failure warrants.
The product is designed to compare transparent rules, interpretable models, nonlinear benchmarks, and manager judgment on future-dated cases before any production policy decision.

Simulation demonstrates the contract. Property calibration would require real outcomes, temporal validation, overlap checks, manager review, and controlled shadow testing.
Current Limit
All operating records, comp history, costs, guest values, and outcomes are synthetic. Public property pages provide bounded context for guest-facing options only; the project does not claim access to internal hotel data, policy, inventory, margins, or performance.
